On Monday, January 28th, 2012, BC Hydro released its environmental impact assessment for public review as per the environmental assessment process on Site C.  The link to the document and instructions for commenting can be found here:  http://www.eao.gov.bc.ca/pcp/forms/Site_C_form.html.  The public comment period runs for 60 days, from February 3rd to April 4th. 2012.

PVEA will provide suggestions for comments on the document for you to use after our agricultural experts and lawyers have had a chance to review the document.  I will provide suggested comments including letter templates on this website when we have put them together.

Our efforts to ‘Keep the Peace’ are  now at a critical point.  PVEA would like to take this opportunity to thank you for your unwavering support, update you on the environmental assessment process for Site C and let you know why your involvement this year is so important.

As many of you know, the environmental assessment (EA) on Site C commenced in August 2011.  There are 3 main opportunities for public review throughout an EA process as outlined below.

We are presently at the 2nd major opportunity for public consultation.  Public comments on BC Hydro’s proposal to build Site C may be submitted between Feb 3rd and Apr 4th, 2013.  We encourage you to submit comments.  If you like, you are welcome to use our letter templates for your submissions and/or you may wish to submit your own letters or personalize the templates.  We will forward the letter templates to you when they are ready.

We continue to feel encouraged by your support as well as the support of Treaty 8 and our many NGO allies throughout the province who will also encourage 1000’s of their members to submit comments.

Phase 1:   Comments on EA Guidelines

Spring 2012

The Guidelines tell BC Hydro what kinds of information they have to pull together to submit a comprehensive proposal for the dam.  This phase is complete.

Phase 2:   Comments on Environmental Impact Statement (EIS)

February 3 – April 4, 2013

An EIS is a collection of all the documentation that BC Hydro has gathered to support their proposal to build the dam.  It includes results of all of the studies and research they have conducted.  We have hired agricultural experts and lawyers to  analyze and critique the information  in this document and submit comments back to Hydro on it.  We will find out what the major concerns with the proposal are through our experts and draft up some template letters in plain language for you to submit.  You are encouraged to add  information based on your own concerns with the proposal, which will make your letter stronger.

Phase 3:  Hearings

Late Fall 2013

The final major opportunity for public involvement is during the ‘Hearings’ stage of the EA.  The hearings on the Site C project are anticipated to occur late this fall (2013).  At some point prior to the hearings, people will be notified of the opportunity to register as ‘intervenors’ – in other words, presenters, at the hearings.  Any member of the public is invited to register and PVEA will notify you when the opportunity to do so arises.

At the hearings, you will be provided with a short amount of time to make a presentation before a panel of (likely) 3 people.  You can tell them why you think Site C shouldn’t go ahead.
